Did you register at a Web site or post in a public forum? Have your kids? What are they sharing online with Web sites and in public with strangers? It’s time you found out for sure.

The ramifications of having your personal information posted online can be very serious. Just think about it. Is your telephone number listed in the United States and have you ever given it out online? But finding a terms of service violation (TOS violation) is a good place to start. To check out whether the posting is a TOS violation, review the terms of service for the site or service. Does it prohibit the posting of any personal information of others without their permission? Does it prohibit posting of any personal information or inaccurate information? What about prohibiting posting of information intended to harass or embarrass someone or that might affect their safety or well-being? Sometimes the terms of service has a catch-all prohibition that can be used to remove anything the hosting company deems inappropriate. If you approach it from a safety and privacy perspective, this may be sufficient to convince them to remove the information. If all else fails, every terms of service has a prohibition against criminal or illegal activities. Depending on what information is being posted, you may be able to rely on that provision and a broad claim of “privacy law” violations to get some help.

Often it is difficult finding the right person to contact. You can start with the webmaster, and can usually find them at webmaster@[the Web site name/URL]. For example, contacting our webmaster by e-mail would be webmaster [at] wiredsafety.org . There may also be a privacy contact at the site, or a DMCA contact (that’s a law that covers copyright violations and usually has someone watching those e-mails carefully). Your e-mail should include the URL of the page that includes your personal information. (The easiest way to do this without typos is to block and copy the URL from your browser itself into the e-mail.) It should also include the exact information you want removed, and a statement that you are that person. Copy and paste the information from the site directly into the e-mail. And address the e-mail to yourself as well, so you have a record of what you sent, when you sent it and to whom.

If you don’t hear back within a week, send a follow-up and include all of the information you had previously sent, as well as the date the earlier e-mail had been sent. If you still haven’t heard back within another week, e-mail privacy [at] wiredsafety.org .

Cyberstalkers and harassers often use the Internet to post sexual want ads for people they want to harm and frighten, and even the children of those they want to harm. I wanted to display categorized links. I modified the theme’s index.php use “get_links_list()” instead of “get_links()”

Bom dia! I have just started playing with Wordpress and thought your theme looked the most professional on offer, so installed it. However, I was totally confused by the header bar – none of the links worked (About, Archives, Links and Contact). I guess that these have to be set up manually by editing header.php.

Is that right?

hi,
great theme. i applied your theme “connections” to our rowing club site. did some changes and adjustments at the design and functions. but i have one problem which i can’t resolve: since i uploaded and activeted the connections theme, i’m no longer able to see the dashboard in the admin site. if i delete your theme from that folder, everything is fine again. strange!! do you have an idea? i’m using wp in version 2.

Big, big thank you for the theme. It was recommended by a fellow blogger, and now looks (a bit) professional.
Wondered which php file I should use a template for a single simple page – I intend to add About and Links pages, and couldn’t figure out which file I should be using to ensure the site mantains its beautiful look.
I’m also very grateful for the info on how to edit the links at the top, I’m fairly new to this side of creation, and was looking around the index and php files manually for a while, before I found this page.

Patricia, mucho thanks for a great theme, i’m using Wordpress for quite some time now and like the way they handle stuff, like provide service around the clock, i spent many hours in the Support area and met a lot of helpful folks… but i wanted to change themes, nothing there i liked, so i just made minor changes to the exisiting one, later named ‘carrots’… and yesterday i took a stroll again, to see if there were new themes around and i liked yours at once! a woman’s touch is just what i needed, you did a very well job, my compliments.
now i will have to really get into it so i can move a little of the furniture around, but otherwise i’ll stick with your design,

I just upgraded to WP2.1 on my weblog and it has been pointed out to me that the upgrade changed some features that used to be available to them under 2.0x.

For example, although the sidebar archives show the correct count for posts, only 10 are available, and the “Next page” link that would ordinarily have been found there (and on the main page as well) no longer exists.

I don’t quite understand how that’s possible, since the basic Connections CSS hasn’t changed. Has anyone else noticed this?

So, I kept the black and pink theme of the cherry blossoms and tweaked the Connections theme to my liking. I’m liking it so far but I am thinking that my cherry tree on the left still needs some work. [...]

Your Connections theme is great. I was looking for a nice layout for my newly created blog and this one is the best I’ve seen. Mainly because it uses Georgia font – my favourite I’ve downloaded your theme, many thanks for it

First i want to say that i absolutley agree with the statements of this great theme being one of the few wery best themes for wordpress that realy cathes my eyes =), now to a few simple questions i hope .
ide like to move the menubar that is set to the top of the page under the site logo how do i accomplige that, darn i forgot the second question better get some coffee.

one of your older templates – Fleur De Lys – was no longer working after the lasy WordPress upgrade (2.2.1?)
Well it wasn’t in mine – Error – “No Template”
I contacted Sadish and on his advice I removed the first line – Template: fleur – and also replaced it with Theme Name: Fleur De Lys
All is fine and working again

I’m concerned about a report that lists the connections WP Theme as among the top 10 most word press theme to use.

I noticed even though I installed the captcha plugin to cut down the comment spamming, spam comments seem to be making it through to the blog.

I know for a fact that the entries that count as spam were not made by manual submission.

But what I need to know from the connections template designers: Have you validated this templated to check and identify loop-holes and possible security breaches?

The truth is I like using this template as it give a smooth feel to users and having customied the blog to incluse so many adjustments I would be in tears having to realign my blog with another template.

And again, will there be an upgrade to this template to make it “widget aware” as the sidebar functionalities are all over the place and none of the sidebar widgets seem to work with this template hence something needs to done about that to keep your fans happy

just a hint, i use your theme in my blog, and i like it. But there is a little bug in the header of the frontsite.

type=”application/rss+xml” != type=”application/rss xml”

you need the “+” without it is noch fully funktionable.

I almost used the green one and it’s definitely on the list to use once I’m bored of the current one I’ve got. 3- Looks like its double-letterboxed.

That tends to happen a lot these days if you have a 3:4 SD TV and its hooked up to a converter. (I have that exact TV in my bedroom; its our old one before we switched to HD.) Its probably a 16:9 HD broadcast of a 3:4 program, which is letterboxed on the sides. And then the 16:9 broadcast is shown on a 3:4 TV which means its letterboxed (top and bottom) again.

Sometimes depending on your equipment, you may be able to “zoom” and get it to fill the screen, but it depends.

All of the aspect ratio switching is the most obnoxious part of the “modernization” of TV. We very frequently have to look at letterboxes, double-letterboxes (occasionally), and stretchy people. :-)

My daughter is now 10, and my son 8, and, despite my greatest efforts (and thanks to them as well), my son is a SW fan. No care in the world for Trek.

But,Pandora Charm Stockists, my 10 year old daughter gets a gold star for saying “that sucks” to Spock and Uhura in the new film after lots of exposure and supposed indifference to the franchise. We barely watch it, but all those years in the swing, or whatever, as we watched as she grew, made an impression.

You have to love the universal power of Spock. Zack gets it too. But he messed up in the lift, for sure!

So I’m not the only father that turned his kids into geeks while they were still in diapers. I think I have a similar piece of footage on my old 8mm videos. My daughter’s imaginary friend was Barry Allen because The Flash was on TV when she was about 2. Ran around with a little action figure everywhere she went.

#7 – They did. HD Programming is 16×9. Pre-HD programming is 4×3. TV programming retransferred to HD, such as the original STAR TREK will be 4×3 in a 16×9 frame (pillarboxed).

Programs on Blu-ray are all 16×9. The movies themselves can be 1.37 4×3 (pre-1954), 1.85, or 2.40.

The upside: we now have one-click access to ALL of TOS Star Tek episodes…

The downside (since AppleTV only outputs video in wide-screen): We have to put up with the “border” all around the picture on our standard-def TV.

Jaspersoft has received $58 million in funding to date with Quest Software, Red Hat, SAP Ventures, Doll Capital Management, Morgenthaler Ventures, Partech International, Scale Venture Partners, and Adams Street Partners. The company is based in San Francisco and has 140 employees.

Abbott Murder Trial: Sixty Four Seconds Friday, 29 November 2002, 12:33 am

At the conclusion of yesterday’s evidence in the trial of Senior Constable Keith Abbott for the murder of Steven Wallace the difficulty of the jury’s task was shown in sharp relief through the eyes and ears of almost-eye-witness Todd Wilson.

Senior Constable Abbott stands accused of the murder of 23 year old Steven Wallace,Pandora Silver Charms, whom he shot in Waitara, Taranaki in April 2000. Abbott pleads not guilty to the charges against him, claiming that he acted in self-defence.

Wilson had met Wallace earlier in the evening of the fateful night in The Mill night-club in New Plymouth. Then Wallace had seemed fine he said. After returning to Waitara in the early hours Wilson and four friends, in his Holden Kingswood, came across Wallace in the midst of an attack on an ATM machine. Wallace told them to “fuck off”.

Wilson saw Wallace twice more before he died. Firstly he saw him briefly in McLean St smashing windows. And then later – after dropping off a passenger - Wilson pulled into a side-street,Pandora Necklaces, just as Wallace’s sixty four second walk down Mclean Street to his death began.

During Constable Abbott’s evidence in the morning these sixty-four seconds - between the policemen alighting from their patrol car and the volley of fatal shots - seemed to those in the court to have taken an eternity.

Through both examination in chief and cross-examination the jury heard in minute detail about these sixty-four seconds, as it is on these seconds that the trial rests. The Jury is being asked to put itself into Abbott’s mind for this period as he makes the life and death shoot-don’t shoot decision while walking backwards down the street.

By and large the evidence in the trial addresses what happened, and what Abbott’s options were during this period. In theory his options – as outlined by former Police Superintendent Bryan Rowe in evidence yesterday - were:
- to wait for the police dog handler;
- to use his pepper spray;
- to run away (usually described as making a “tactical retreat”) and make a new plan for tackling Wallace;
- to get his fellow Constable Jason Dombroski to help him tackle Wallace physically using their PR 24 batons;
- to shoot to wound;
- or to shoot to stop.

Under cross-examination Prosecution Counsel John Rowan QC asked Abbott repeatedly if at various points Abbott had considered using these alternative options. Always the answer was no. (see below for a fairly complete transcript of this.)

“But there was time to think of them?” Rowan prodded again and again. “But I didn’t”, replied Abbott.

On its face this might seem a little unreasonable,Pandora Armband Leder, but then over and above all this talk of “options” there is the question of time. Sixty four seconds of time. Moreover what is at issue in the trial is not what Abbott could have done, but what he was actually thinking.

Abbott said that to him the sixty four seconds, “seemed like ages”. Not so to Wilson and his three friends.

Wilson’s Holden Kingswood pulled into the side-street, around the corner from McLean Street, just as Wallace was crossing the intersection walking towards two policemen. The policemen were pointing something at Wallace, Wilson said. “The tall policeman told us to fuck off or something. But we hung around for a little bit.”

Q: “Did you hear anything?”

A: “Yes. Five or six gun shots. First one then a pause then four or five.”

Under re-examination by the prosecution Wilson was asked to recall the exact time periods again.

Q: “How long was there between losing sight of them and the shots?”

A: “Thirty seconds to one and a half minutes. Not quite a long time.”

Judge Chambers intervened to clarify, “you say quite a long time?”.

A: “No, not quite a long time. Basically we got out of the car and then it was all on.”

Q: “How long was there between the shots.”

A: “Bang….(1 second pause).. then bang, bang, bang, bang.”

And that was what the 64 seconds were like for Wilson. Just enough time to get out of his car,Pandora Beads, have a quick look around and then bang…. bang, bang, bang, bang. It was “all on”.

And it is this 64 seconds that the Jury is asked to deliberate on in considering its verdict.

What was in Constable Abbott’s mind during this period? Did he fear for his life as he pulled the trigger? Did he think he had any other option available at the precise moment he fired? On this question rests the so-called “absolute defence” to murder of self-defence. If Abbott thought he was in imminent danger of being killed by Wallace,Tiffany Key Ring, if he thought he had no other option,Tiffany Bracelet Heart, then he was entitled to pull the trigger to defend himself.

Till now the picture of what happened in these final few moments has been hazy. Several eye-witnesses have given different accounts. And till now Constable Abbott himself has not given evidence in a court.

Today the Jury heard the direct evidence of Constable Abbott on this. Constable Abbott’s description of what happened has already been covered already in… ”Abbott Murder Trial: Constable Abbott Takes The Stand”.

In this evidence Constable Abbott stated clearly that he was in fear for his life when he pulled the trigger, and that he felt he had no other option. Under examination and cross-examination he stuck to his account, as first the defence counsel Susan Hughes, and then Prosecutor John Rowan, who is prosecuting Abbott on behalf of Wallace’s family, canvassed the available options during that crucial sixty four second period.

Firstly there was the option of waiting for the dog handler. Abbott said he didn’t know the handler was on his way. And that said, he had seen an offender fend off two dogs with a baseball bat in the past.

Secondly there was his pepper spray, which he had with him, holstered on his utility belt. Pepper spray has a range of 1 to 3.5 meters.

“Initially when we approached he was well outside that range,” Abbott said. “When he hot within that range I had my weapon drawn and not enough time to draw the pepper spray. Also I knew that it does not always work on a determined goal driven person, intoxicated and the like. Had I used it and it not worked he would have been on top of me.”

“What about the other constables?”

“As far as I was concerned it was just me and Steven Wallace. Constable Herbert was 30ms to my left and Dombroski was to my right somewhere.”

Then there was his PR 24 police baton and his brown belt karate skills. “Why didn’t you defend yourself with your baton,” Hughes asked.

“I consider this outside my abilities. This was not an ordinary guy. He was enraged. Out of his tree. Even if all three of is had taken him on one of us would have been killed or injured.”

And the “Shoot to wound” option. “In the Armed Offenders Squad we are always taught to shoot for the center body mass. If you shoot for legs, arms or shoulders you can miss.” Abbott said that in a “combat” situation with a pistol there is not enough time to aim, “you shoot instinctively, reflexively is what we say in the AOS.”

Abbott then recounted a previous situation when he was involved in an AOS operation to foil a bank robbery. Then he had been shot at by a bank robber from a distance of just a couple of meters. He responded by shooting four shots with a revolver at the offender, all four shots had missed.

Finally there was the tactical retreat option. “He got to such a point that I could not let him get any closer.” Abbott said that behind him was the kerb, some planters and other obstacles. Had he tripped Wallace would have been on top of him.

And so, sixty four seconds after getting out of his car, and having walked backwards around 50 ms down McLean Street away from Wallace, Abbott says he had no choice but to shoot to stop.

Q: “When you shot him what did he do?”

A: “He dropped the baseball bat. It seemed to happen slowly….. The bat rolled down the camber of the road into the gutter. He slowly sank to his knees. He was still shouting abuse. To my amazement he stood up. Stooped at the waist. I stayed in my location….. Mr Wallace went down on to his hands and knees and then rolled over onto his back…. I called out for an ambulance and stayed in my spot.”

CROSS EXAMINATION

The cross-examination from John Rowan concentrated mainly on the option of tactical withdrawal. The account below starts at the beginning of the sixty-four second period. At times in the exchange Rowan raised questions of consistency between Constable Abbott’s description of events and those of other witnesses, it would appear that the prosecution case will be based upon these inconsistencies.

Rowan: Initially you could have tactically withdrawn?

Abbott: There was no need to.

Rowan: But he was really angry?

Abbott: At that stage there was no reason to withdraw.

Rowan: There was time to consider withdrawing though?

Abbott: I didn’t.

Rowan: And it continued like that, you withdrawing backwards and him coming towards you?

Abbott: Yes

Rowan: He was taking no notice of what you were saying?

Abbott: No he wasn’t.

[McLean Street is four lanes wide with a median strip approximately a lane wide in the middle, overall the street is 17meters wide. ]

Rowan: You were still 20 meters apart when you drew your pistol?

Abbott: About.

Rowan: There were other options at that stage?

Abbott: Which ones?

Rowan: Tactical withdrawal, going towards Constable Dombroski, calling for assistance.

Abbott: I didn’t consider them.

Rowan: You knew Dombroski was armed and could cover you?

Abbott: He was in a position. But I didn’t know where.

Rowan: You could have called him. You didn’t?

Abbott: No.

Rowan: You could have moved and didn’t?

Abbott: No I stayed focussed on Mr Wallace.

Rowan: You knew that wracking [Sliding the cocking mechanism backwards and forwards] your pistol would wind him up?

Abbott: No. That was not my intention.

Rowan: You had time to withdraw?

Abbott: I did not consider withdrawing.

Rowan: He was coming at a constant pace?

Abbott: Yes.

Rowan: You had to take control?

Abbott: Yes.

Rowan: And use Constable Dombroski?

Abbott: I was trying to take control. I did not consider Dombroski at that stage?

Rowan: You could have called Dombroski to assist and formed a quick plan?

Abbott: Things were moving quite fast.

Rowan: But you were the experienced Police Officer who knew how to handle it?

Abbott: I would have hoped so.

Rowan: You said to this person,Tiffany Jewelry, “put it down you little cunt”?

Abbott: Definitely not.

Rowan: And that wound him up?

Abbott: I did not use that word.

Rowan: And you got a response, “get fucked you bastards”?

Abbott: I told him to put his weapons down.

Rowan: You had room still to move all the way down the street?

Abbott: Things were moving very fast.

Rowan: But you had room to move?

Abbott: I was moving, backwards.

Rowan then asked Abbott about the testimony of two earlier witnesses, Messrs Luxton and Cooper,Pandora Glass Beads, whose accounts of the final few moments vary slightly from that of Abbott.

Rowan: You could have glanced around and moved backwards.

Abbott: No I didn’t.

Rowan: But you had time to orientate yourself?

Abbott: No.

Rowan: The pace of his approach after the warning shot did not speed up did it?

Abbott: I got the distinct impression that it did. Along with his determination.

Rowan: You still had time to move quickly out of his path?

Abbott: No.

THE FATAL SHOTS

Nearing the end of the cross-examination Rowan question Abbott on the actual shooting. The prosecution alleges that the third shot of four was the fatal shot, and that there was a pause between the first two shots and the second two shots.

Abbott: I can’t explain that.

Rowan: You have told us you were focussing on him. You must have seen movement before the fourth shot was fired?

Abbott: No I didn’t.

The Defense Department pressured all "war on terror" detainees at the Guantanamo Bay prison to take a high dosage of a controversial antimalarial drug, mefloquine, an act that an Army public health physician called "pharmacologic waterboarding."

The US military administered the drug despite Pentagon knowledge that mefloquine caused severe neuropsychiatric side effects, including suicidal thoughts, hallucinations and anxiety. The drug was used on the prisoners whether they had malaria or not.

The revelation, which has not been previously reported, was buried in  documents publicly released by the Protection Division (DoD) two years ago as part of the government's investigation into the June 2006 deaths of three Guantanamo detainees.

Army Staff Sgt. Joe Hickman, who was stationed at Guantanamo at the time of the suicides in 2006, and has presented evidence that demonstrates the three detainees could not have died by hanging themselves,Tiffany Keys, noticed in the detainees' medical files that they were given mefloquine. Hickman has been investigating the circumstances behind the detainees' deaths for nearly four years.

Interviews with mefloquine and malaria experts and a review of peer-reviewed journals and government documents show there were no preexisting cases where mefloquine was ever prescribed for mass presumptive treatment of malaria.

All detainees arriving at Guantanamo in January 2002 were very first given a treatment dosage of 1,250 mg of mefloquine, before laboratory tests were conducted to determine if they actually had the disease, according to a section of the DoD documents entitled "Standard Inprocessing Orders For Detainees." The 1,250 mg dosage is what would be given if the detainees actually had malaria. That dosage is five times higher than the prophylactic dose given to individauls to prevent the disease.

Maj. Remington Nevin, an Army public health physician, who formerly worked at the Armed Forces Health Surveillance Center and has published extensively about mefloquine, said in an interview the use of mefloquine "in this manner ... is, at best, an egregious malpractice."

The government has exposed detainees "to unacceptably high risks of potentially severe neuropsychiatric side effects, including seizures, intense vertigo, hallucinations, paranoid delusions, aggression, panic, anxiety, severe insomnia, and thoughts of suicide," said Nevin, who was not speaking in an official capacity, but offering opinions as a board-certified, preventive medicine physician. "These side effects could be as severe as those intended through the application of 'enhanced interrogation techniques.'"

Mefloquine is also known by its brand name Lariam. It was researched by the US Army in the 1970s and licensed by the Food and Drug Administration in 1989. Since its introduction, it has been directly linked to serious adverse effects, including depression, anxiety, panic attacks, confusion, hallucinations, bizarre dreams, nausea, vomiting, sores and homicidal and suicidal thoughts. It belongs to a class of drugs known as quinolines, which were part of a 1956 human experiment study to investigate "toxic cerebral states," as part of the CIA's MKULTRA mind-control program.

The Army tapped the Walter Reed Army Institute of Research (WRAIR) to develop mefloquine and it was later licensed to the Swiss pharmaceutical company F. Hoffman-La Roche. The first human trials of mefloquine were conducted in the mid-1970s on prisoners, who were deliberately inoculated with malaria at Stateville Correctional prison near Joliet,Tiffany Baby, Illinois, the site of controversial antimalarial experimentation in the early 1940s.

The drug was administered to Guantanamo detainees without regard for their medical or psychological history, despite its considerable risk of exacerbating pre-existing conditions. Mefloquine is also known to have serious side effects among individuals under treatment for depression or other serious mental health disorders, which numerous detainees were said to have been treated for, according to their attorneys and revealed reports.

Dr. G. Richard Olds, a tropical disease specialist and the founding dean of the Medical School at the University of California at Riverside, said, in his "professional opinion there is no medical justification for giving a massive dose of mefloquine to an asymptomatic individual."

"I also do not see the medical benefit of treating a person in Cuba with a prophylactic dose of mefloquine,” Olds said. Mefloquine is "a fat soluble, and as a result, it does build up in the body and has a very long half-life.This is important since a massive dose of this drug is not easily corrected and the ‘side effects’ of the medication could last for weeks or months."

In 2002, when the prison was established and mefloquine 1st administered, there were dozens of suicide attempts at Guantanamo. That same year, the DoD stopped reporting attempted suicides.

By February 2002, there were at least 459 detainees imprisoned at Guantanamo. In March of that year, according to the book "Saving Grace at Guantanamo Bay: A Memoir of a Citizen Warrior" by Montgomery Granger, "the situation" at the prison began "deteriorating rapidly."

"There is more and more psychosis becoming evident in detainees ...," wrote Granger, an Army Reserve major and medic who was stationed at Guantanamo in 2002. "We already have probably a dozen or so detainees who are psychiatric cases. The number is growing."

"Presumptively Treating" Malaria

Though malaria is nonexistent in Cuba, DoD spokeswoman Maj. Tanya Bradsher told Truthout that the US government was concerned that the disease would be reintroduced into the country as detainees were transferred to the prison facility in January 2002.

A "decision was made," Bradsher said in an email, to "presumptively treat each arriving Guantanamo detainee for malaria to prevent the possibility of having mosquito-borne [sic] spread from an infected individual to uninfected individuals in the Guantanamo population, the guard force,Tiffany Bracelet, the population at the Naval base or the broader Cuban population."

But Granger wrote in his book that a Navy entomologist was present at Guantanamo in January and February 2002 and during that time only identified insects that were nuisances and did not identify any insects that were carriers of a disease, such as malaria.

Nevertheless, Bradsher said the "mefloquine dosage [given to detainees] was entirely for public health purposes ... and not for any other purpose" and "is completely appropriate."

"The risks and benefits to the health of the detainees were central considerations," she added.

A September 13, 2002, DoD memo governing the operational use of mefloquine said, "Malaria is not a threat in Guantanamo Bay." Indeed, there have only been two to three reported cases of malaria at Guantanamo.

The DoD memo, signed by Assistant Secretary of Protection for Health Affairs William Winkenwerder, was sent to then-Rep. John McHugh, the Republican chairman of the House Veterans Affairs Subcommittee on Military Personnel. McHugh is now Secretary of the Army.

A Senate staff member told Truthout the Senate Armed Services Committee was never briefed about malaria concerns at Guantanamo nor was the committee made aware of "any issue related to the use of mefloquine or any other anti-malarial drug" related to "the treatment of detainees." 

When questions were raised at a February 19, 2002 meeting of the Armed Forces Epidemiological Board (AFEB) about what measures the military was taking to address malaria concerns at Guantanamo, Navy Capt. Alan J. Lund did not disclose that mefloquine was being administered to detainees as a form of presumptive treatment.

Yund said the military gave detainees a different anti-malarial drug known as primaquine and noted that "informed consent" was "absolutely practiced" prior to administering drugs to detainees, an assertion that contradicts claims made by numerous prisoners who said they were forced to take drugs even if they protested. Yund did not return calls for comment.

Bradsher declined to respond to a follow-up question about who made the decision to presumptively treat detainees with mefloquine.

An April 16, 2002, meeting of the Interagency Working Group for Antimalarial Chemotherapy, which DoD, along with other federal government agencies, is a part of,Tiffany Sterling CONFEDERATE MERCANTILE Homepage, was specifically dedicated to investigating mefloquine's use and the drug's side effects. The group concluded that study designs on mefloquine up to that point were flawed or biased and criticized DoD medical policy for disregarding scientific fact and basing itself more on "sensational or best marketed information."

The Working Group called for additional research, and warned,Pandora Bracelets Price, "other treatment regimes should be carefully considered before mefloquine is used at the doses required for treatment."

Still, despite the red flags that pointed to mefloquine as a high-risk drug, the DoD's mefloquine program proceeded.

In fact, a June 2004 set of guidelines issued by the Centers for Disease Control and Prevention (CDC) says mefloquine should only be used when other standard drugs were not available, as it "is associated with a higher rate of severe neuropsychiatric reactions when used at treatment doses."

According to the CDC, "'presumptive treatment' without the benefit of laboratory confirmation should be reserved for extreme circumstances (strong clinical suspicion, severe disease, impossibility of obtaining prompt laboratory confirmation)."

A CDC spokesman refused to comment about the "presumptive treatment" of malaria at Guantanamo and referred questions to the DoD.

Nevin said, if "mass presumptive treatment has been given consistently, many dozens of detainees, possibly hundreds, would almost certainly have suffered such disabling adverse events."

"It appears that for years, senior Protection health leaders have condoned the medically indefensible practice of using high doses of mefloquine ostensibly for mass presumptive treatment of malaria among detainees from the Middle East and Asia lacking any evidence of disease," Nevin said. "This is a use for which there is no precedent in the medical literature and which is specifically discouraged among refugees by malaria experts at the Centers for Disease Control."

Even proponents of limited mefloquine usage are seriously questioning the logic behind the DoD's actions. Professor James McCarthy, chair of the Infectious Diseases Division of the Queensland Institute of Medicine in Australia, who is an advocate of the safe use of mefloquine under proper safeguards, and takes it himself when traveling, told Truthout he was unaware of the use of mefloquine for mass presumptive treatment as described by the DoD, but could imagine it under certain circumstances.

However, when informed that lab tests were available and the detainees were screened for the blood product G6PD, used to determine the suitability of certain antimalarial drugs, McCarthy found the DoD's use of mefloquine at Guantanamo difficult to understand and "hard to support on pure clinical grounds as an antimalarial."

Treatment, Torture or an Experiment?

Another striking point about the DoD's decision to presumptively treat mostly Muslim detainees with mefloquine beginning in 2002 is that it is the exact opposite of how the DoD responded to malaria concerns among the Haitian refugees who were held at Guantanamo a decade earlier.

Between 1991 and 1992, more than 14,000 Haitian refugees were held in temporary camps set up at Guantanamo. A large number of Haitian refugees - 235 during a four-month period - were diagnosed with malaria. But instead of presumptively treating the refugee population at Guantanamo, the DoD conducted laboratory tests very first and only the individuals who were found to be malaria carriers were administered chloroquine.

Another example of how the DoD approached malaria treatment differently for other subjects is in the case of Army Rangers who returned from malarial areas of Afghanistan between June and September 2002 and were infected with the disease at an attack rate of 52.4 cases per 1,000 soldiers.

However, the Rangers did not receive mass presumptive treatment of mefloquine. They were given other standard drugs after laboratory tests, according to documents obtained by Truthout.

Nevin said the DoD's treatment of Haitian refugees represented "a situation that arguably presented a much higher risk of disease and secondary transmission, but one which US medical experts stated at the time could be safely managed through more conservative and focused measures."

Why did the government use the "conservative and focused" approach in treating Haitian refugees and the Army rangers, but then revert to presumptive mefloquine treatment in the case of the Guantanamo detainees, who - a month after the prison facility opened in January 2002 - were stripped of their protections under the Geneva Conventions?

According to Sean Camoni, a Seton Hall University law school research fellow, "there is no legitimate medical purpose for treating malaria in this way" and the drug's severe side effects may actually have been the DoD's intended impact in calling for the drug's usage.

Camoni and several other Seton Hall law school students have been working on a report about mefloquine use on Guantanamo detainees. Their work was conducted independently of Truthout's investigation.

A copy of the Seton Hall report, "Drug Abuse? An Exploration of the Government's Use of Mefloquine at Guantanamo," says mefloquine's extreme side effects may have violated a provision in the antitorture statute  related to the use of "mind altering substances or other procedures" that "profoundly disrupts the senses or the personality."

Legal memos prepared in August 2002 by former DoD attorneys Jay Bybee and John Yoo for the CIA's torture program permitted the use of drugs for interrogations. The authority was also contained in a legal memo Yoo prepared for the DoD less than a year later after Secretary of Protection Donald Rumsfeld convened a working group to address "policy considerations with respect to the choice of interrogation techniques."

In September, Truthout reported that the DoD's inspector general (IG) conducted an investigation into allegations that detainees in custody of the US military were drugged. The IG's report,Pandora Jewelry, which remains classified, was completed a year ago and was shared with the Senate Armed Services Committee.

Kathleen Long, a spokeswoman for the Armed Services Committee, told Truthout at the time that the IG report did not substantiate allegations of drugging of prisoners for the "purposes of interrogation."

The medical files for detainee 693 released in 2008 shows that, two weeks after he initial started taking mefloquine in June 2002, he was interviewed by Guantanamo medical personnel and reported he was suffering from nightmares, hallucinations, anxiety auditory and visual hallucinations, anxiety, sleep loss and suicidal thoughts.

The detainee said he had previously been treated for anxiety and had a family history of mental illness. He was diagnosed with adjustment disorder, according to the DoD documents. Guantanamo medical staff who interviewed the detainee did not state that he may have been experiencing mefloquine-related side effects in an evaluation of his condition.

Mark Denbeaux, the director of the Seton Hall Law Center for Policy and Research, who conducted an independent investigation into the 2006 deaths of the three Guantanamo detainees,Wholesale Tiffany Jewelry, said in an interview "almost every remaining question here would be solved if the [detainees'] full medical records were released."

The government has refused to release Guantanamo detainees' medical records, citing privacy concerns in some cases, and assertions that they are "protected" or "classified" in other instances. The few medical records that have been released have been heavily redacted.

"A crucial issue is dosage" Denbeaux said. "Giving detainees toxic doses of mefloquine has mind-altering consequences that may be permanent. Without access to medical records, which the government refuses to release, the use of mefloquine in this manner appears to be grotesque malpractice at best, if not human experimentation or 'enhanced interrogation.' The question is where are the doctors who approved this practice and where are the medical records?"

Bradsher did not respond to questions about whether the government kept data about the adverse effects mefloquine had on detainees.

An absolute prohibition against experiments on prisoners of war is contained in the Geneva Conventions, but President George W. Bush stripped war on terror detainees of those protections. Some of the "enhanced interrogation techniques" also had an experimental quality.

At the same time detainees were given high doses of mefloquine, Deputy Secretary of Protection Paul Wolfowitz issued a directive changing the rules on human subject protections for DoD experiments, allowing for a waiver of informed consent when necessary for developing a "medical product" for the armed services. Bush also granted unprecedented authority to the secretary of Health and Human Services to classify information as secret.

Briefings on Side Effects

As the DoD was administering mefloquine to Guantanamo prisoners, senior Pentagon officials were being briefed about the drug's dangerous side effects. During one such briefing,Tiffany And Co, questions arose about what steps the military was taking to address malaria concerns among detainees sent to Guantanamo.

Internal documents from Roche, obtained by UPI in 2002, indicated that the pharmaceutical company had been tracking suicidal reactions to Lariam going back to the early 1990s.

In September 2002, Roche sent a letter to physicians and pharmacists stating that the company changed its warning labels for mefloquine.

Roche further said in one of two new warning paragraphs that some of the symptoms associated with mefloquine use included suicidal thoughts and suicide and also "may cause psychiatric symptoms in a number of patients, ranging from anxiety, paranoia, and depression to hallucination and psychotic behavior," which "have been reported to continue long after mefloquine has been stopped."

Military Struggles

Cmdr. William Manofsky, who is retired from the US Navy and currently on disability due to post-traumatic stress disorder and side effects from mefloquine, said those are some of the symptoms he initially suffered from after taking the drug for several months beginning in November 2002 after he was deployed to the Middle East to work on two Naval projects.

In March 2003, "I became violently ill during a night live-fire exercise with the [Navy] SEALS," Manofsky said. "I felt like I was air sick. All the flashing lights from the tracers and rockets ... targeting device made me really sick. I threw up for an hour straight before being medevac'd back to the Special Forces compound where I had my first ever panic attack."

For three years, he had to walk with a cane due to a loss of equilibrium. Numerous other accounts like Manofsky's can be found on the web site lariaminfo.org.

In 2008, Dr. Nevin printed a study detailing a high prevalence of mental health contraindications to the safe use of mefloquine in soldiers deployed to Afghanistan. Responding in part to concerns raised by the mefloquine-associated suicide of Army Spc. Juan Torres, internal Army presentations confirmed that the drug had been widely misprescribed to soldiers with contraindications, including to many on antidepressants.

A formal policy memo in February 2009 from Army Surgeon General Eric Schoomaker removed mefloquine as a "first-line" agent, and changed the policy so that mefloquine would not be prescribed to Army personnel unless they had contraindications to the preferred drug, the antibiotic doxycycline. Nor could mefloquine be prescribed to any personnel with a history of traumatic brain injury or mental illness.

By September 2009,Tiffany Key, the policy was extended throughout the DoD.

New prisoners are no longer arriving at Guantanamo and the prison population has been in decline in recent years as detainees are released or transferred to other countries. Currently, the detainee population at Guantanamo is a reported 174.

But Nevin said the justification the Pentagon offered for using mefloquine to presumptively treat detainees transferred to the prison beginning in 2002 "betrays a profound ignorance of basic principals of tropical medicine and suggests extremely poor, and arguably incompetent, medical oversight that demands further investigation."

BIRMINGHAM, Ala. – Six catastrophe recovery centers have recently opened to help those whose homes or businesses were affected by recent storms and tornadoes.

The two most recent center openings occurred Wednesday in Marshall and St. Clair counties. These are the second center openings in each county.

All Alabama centers will be open from 7 a.m. to 7 p.m. seven days a week until further notice at the following addresses:

Representatives from the Alabama Emergency Management Agency, Federal Emergency Management Agency, the U.S. Small Business Administration and other agencies will staff the centers to explain disaster assistance programs and help survivors in the recovery process.

More centers will open soon in other counties designated for federal assistance. Survivors can find the closest center by using the online disaster recovery center locator at www.fema.gov/drclocator. They can also call the FEMA helpline at 800-621-FEMA (3362), which is the same amount to register for catastrophe assistance.

Before going to a recovery center, survivors are encouraged to register with FEMA by calling 800-621-FEMA (3362) or online at www.DisasterAssistance.gov. There are multilingual operators. Those with a speech or hearing impairment may call (TTY) 800-462-7585.

Persons affected by the storms can also apply for federal assistance through a Web-enabled mobile device or smartphone. Visit m.fema.gov and follow the link to “apply online for federal assistance.”

FEMA Individual Assistance could include grants for rental assistance and home repairs. SBA could provide low-interest loans to individuals, renters and businesses.
